Lol, most likely the Italian government will be a burden for him too.
Anyway, if He's looking for some aid, he should search for the local catholic parish or some voluntary association (but I can't name any of those since generally they're local orgnizations).

Then (maybe) he should go to an immigration shop: http://www.interno.it/mininterno/export/sites/default/en/themes/immigration/On-stop-shops_immigration.html but to be honest I don't know...even if, in a pratical way, he is like an immigrant, legally he's probably considered an emigrant.
Also, have you any idea about where he's heading to? In which city?
