Should I be able to play games on this laptop?

You may be able to on low and get a good frame-rate. Possibly Medium though that's unlikely. The game is poorly optimized for PCs from what I've heard, so my best guess is low at a shaky 30 FPS. It's the GPU holding it back, laptops with AMD apus (like yours) usually come with a secondary GPU, if you have one you'll probably get GTAIV on medium.
