There was a fun article recently that showed there actually was zero change in ozone emmissions under the kyoto protocol because the oil and coal from the countries who did cut emissions was simply shipped and burned elsewhere.
Well and also canceled out by modern countries importing more goods and relying less on production. So yeah, things are actually worse.
Only way you'd get any meaningful anti-carbon action is a world government. With enforcement power.
