It does and doesn't make sense.

The actual GPU series has never been stated by AMD.  It has largely been assumed to be from the HD 4xxx series which is DX 10.1 based.    But if the GPU is actually basedd onthe HD 6xxx series, as this article suggests, it would then indeed be DX 11.  It should also be noted that the UE4 engine is DX 11 based.

However, aside from consoles from MS, consoles don't use the DX API at all.  But I usually ignore media reports about consoles having DX whatever support as it just shows their lack of knowledge on what DX is and how consoles handle rendering.

That's because people are not thinking out of the box.

Having DX11 support is more than utilizing the API, its classifying it in a certian category of power/capabilities. Sure, PS4/WiiU wont' use DX11, but their GPUs will be new enough that they fit that industry standard classification. Its really just for placing them among the many others.
