He's saying he wants those consoles to be more powerfull than they currently are... because you know he's actually seen them being a top dev and creator of one of the most utilized engines. So, in his opinion they are not powerful enough... meaning they are not cutting edge of PC technology. All you have to do is look at my comparison thread to see that this is true.

Wii U will be able to run UE4... as will the others.
All three will be within a reasonable power level of each other.
All three will be less powerful than a custom built $1000 PC when they launch.
All three will be a smaller jump over the most powerful console this gen than what they were over the Xbox last gen.

I am right and I will be making a "I was right all along" thread where you can kiss my ass as I've been saying this would be true for years now.
