You are meant to aim at the town/city... not just the country. Each time you choose a place you will see some info on your score, if you get within a certain distance (I think it must be about 200-250km) it gives you a multiplier of 3 to your distance score, and getting even closer (within about 50km) it gives you a multiplier of 5.
