Why would you think it is intended to counter the Wii U controller?
The point is to be able to customize the identity and layout of the controller based on who's using it. For a single person on a single console, it's pretty simple, but say you have three people that regularly play with you on your console. With the help of the pressure sensitive controller, you'd be able to switch on the controller and have the console automatically log in the profile and configure the gamepad layout based on the individual preferences for that person. No more, switch on the controller, log in your profile, then customize the controller layout all before playing a round of a game. Instead, grab the controller and turn it on.
