HappyDolphin summed up my opinion. The transfer method is a ridiculous long-cut
My method is simply what Apple does with itunes (and they are even more lenient). Tie it to an online account and only authorize it for one device, and let the user deauthorize at theie discretion. Apple lets you activate 5 accounts. Nintendo should activate only for one account.
