He says 30% of the CELL. They make no mention of how much of the GPU's resources they use. The PS3 isn't JUST the Cell, and despite the impression he gives, the GPU is used for final rendering duty. The Cell just helps the GPU by processing lighting and vertex information before it's sent to the GPU(This frees up more of the GPU's resources to use for other rendering duties). The GPU handles the pixel shading and the bulk of the actual rendering.
The 360's GPU is more powerfull than the PS3's so devs have to start using the SPU's to offload certain tasks. The first/second party devs seem to have gotten that down. 3rd parties are finaly starting to get it too.
