that means "go to hell" in greece haha. in germany it means victory as well.

I'm not 100% sure, but at the middle ages archers used to do this sign before a battle to show their enemies that they still had those fingers, so they could shoot. It was common when some army conquered a town to cut the men those fingers, so they couldn't be useful in other battles, as a good archers were really important then.

 

Churchill used it in the famous photo, and that's why it's mostly known as a victory sign.
