Not only was the vita created before this happened, the vita does contain off the shelf components. If you are referring to it being a powerhouse, sure, it is, for a handheld, but phones are expected in the near future with the same specs.

 

You can't draw direct lines between the PS4 and the VITA... For a lot of reasons. You should be able to realise yourself that while sony was loosing money back then, with everything that's happened afterwards, their situation has completely changed since they announced the VITA.. And not for the better.

Like I said, It falls in line with the rumors. I'm not saying the machine WILL CERTAINLY be a certain way, but it makes sense. The ps1 and the ps2 weren't the strongest consoles of their generations, yet, they were the most successful. It stands to reason that sony would fall back on their older strategies and we have already seen them start to recycle some ideas from the ps2 era. .. How todays market would react to the ps4 not being a powerhouse though, I don't know.
