That is true. But when you look at the tech that we get, the level of voice acting, production values, etc, I still think we have it pretty sweet. Some games (I'm looking at you, Capcom!) don't seem to be complete right out of the box, but I'd say 90% of them--hell, maybe even 98% of them--are complete experiences. Of the games that do offer DLC, I'd say the vast majority of them offer something that adds to the experience or isn't something vital.
Companies are doing a lot to recoup their money, though. More than anything, they're trying to get us to buy new instead of used. Pre-order DLC, online passes, etc. come to mind.
