Third party publishers 'bet' heavily that the PS3 would repeat the success of the PS2, and before the Wii U was even announced they had already heavily invested in HD projects. By the time the Wii had proven itself, third party publishers already had too much invested in the success of the HD consoles to change strategy; and they focused on a multi-platform strategy (XBox 360, PS3 and PC) to minimize the risk/damage.
