Not at all. From what i understand, there is precedent in consumer law stating that you own all of the content on the software you buy for your own personal use (backup copies of software are always legal, no matter what your user agreement says, it's just illegal for you to distribute said backup copies). If the distributor of the content is withholding some of that content from you in bad faith (e.g. in a clear attempt to milk you for money), then you could easily set up the idea that this is in violation at least of American consumer law, and then move into Class-action suit territory.

Even if there is no actual basis in consumer law, what i just said at least sounds like it makes sense, a lawyer would likely take the case and consumers could, even seeing the suit dismissed, scare the living hell out of Capcom and perhaps prod them in the right direction.
