While I would love for the part about 2 GPU's to be true, I don't believe it is, it would probably be cost inefficient, and certainly not a must for any console in my opinion. Just chuck in one powerful card and a powerful CPU.
As for the "always online needed to play" part of the rumor, I certainly hope that is not true, I'm a huge Xbox fan, but that would probably cause me not to buy the console as I don't have access to the internet 24/7 at home for various reasons.
