The picture is the Vita not having enough games, the "drastic move" is releasing games. Please don't exaggerate the details, otherwise when some big games are named, and sales pick up, people are still going to say it's not enough, because of this kind of rhetoric.

I have to agree with you, software sells hardware which is exactly what I said above.  Vita has no worthy titles yet but we also don't know what is being made for it.  I do not own a Vita but if it had games I wanted then I'd buy it.  Until then not a chance. I do own a 3DS because games like Mario, Zelda, Kid Icarus, and still hoping for my pokemanz lol And let's say the Vita doesn't sell as well as the PSP hypothetically.  That doesn't mean its  a failure. As long as they profit then its a success in the business world so no need to make it a competition.  

The PSP however in my opinion will not be hard to beat even if it doesnt sell as many consoles simply because the PSP didnt sell software.  Worse console I've ever owned ( My opinion so no need to get defensive, others liked it, i didnt)
