That's a very different situation ...

The DS and PSP started off selling at a similar pace that was decent but not unusually strong. With the release of several "casual" games for the Nintendo DS, the DS' sales skyrocketed to setting a record pace while the PSP only saw a more modest increase in sales.

Whether you want to believe it or not, the PS-Vita selling far below this level is very troublesome. Sony may be able to make changes which impact sales, but a system that is selling at a pace that would indicate sales of 5 Million units per year is not comparable to a system that sold (on average) about 10 million units per year. Selling less than (about) 6 to 8 million units in your first year would be a very bad signal to third party publishers, and few companies can improve sales without strong third party support.
