I say cole can put up a good fight...wont be a total ass kickin! But yeah Mercer would probably come out on top in a 1v1.
Then again Mercer is a loner. Cole has Zeke, and those other two gals who also have powers.
Think of it like this. Cole is the hero in the story, together him and hes allies come up with a viable way to defeat mercer (the villain 
), they execute their plan and BAM. Cole wins!
Cole has always been weaker than hes enemies (in both infamous 1 and 2), but somehow always comes out on top.
