How does one go about inciting 'hate' exactly?

His twitter friends deleted/blocked/reprimanded him for what he said. So he actually dis-incited racial hatred by any quantifiable measure.

Hate laws have to be the most stupid legislation ever created. The amusing part is that the 'West' thinks it's morally superior for having them.

They actually incite more hatred for the people who are given special treatment before the law.
