I think the most I ever got was 48/50 and when I looked up Gamefaqs there wasn't a single guide with a complete list. That was over a decade ago though.

I wouldn't call it easy to get them all, because the one time only areas still remain and there is no 100 % clear pattern. I am quite sure that there is at least one dream dungeon that contains two golden falcons while most other places only have one.

But at least I got 50/50 life.

Actually, there are a couple of dungeons that have 2 and I think there's one with 3. In my first playthrough I got about 42/50, but recently I did a new one and got all 50, I just took care of writting down what areas I had explored and what locations I had found the falcons. 

The hardest ones to get, outside the missable ones, is the one on Magyscar (mostly because people forget to go back there once they get the Fire Rod) and the damn casino roulette one.
