Gibbed's save file editor works for 360 files too, though the file conversion seems to cause some mild data corruption in some spots so you mgiht have to reset certain flags. Still, I enjoy all the games in the series, so I should be able to play through each of them at least a couple of more times apiece. More than that for ME3, obviously.
From what I've seen, most of the changes aren't really cosmetic. If Mordin dies in ME2, the guy who stands in for him in ME3 isn't much like him at all. He's.... really enthusiastic about krogan breeding, though.
I assume you own the game on PC yourself, then?
