Cereol first. On the basis that I'd like to fill the bowl with as much cereal that the bowl can hold. Afterwards, I let the milk fill in the remaining saps of air. This would achieve maximum cereal capacity and I would get the sufficient amount of milk. Milk only serves to co-exist with a certain amount of cereal.
It would be nearly impossible to achieve maximum cereal capacity if I were to pour the milk first. If I pour the milk first, then I may not leave enough space for the maximum amount of cereal that the bowl can carry, because there is no visible limit for the amount of milk. The ideal amount of milk is directly dependent upon the amount of cereal, not the other way around. For that reason, milk should be poured 2nd to satisfy the already poured cereal.
The only time I pour the milk first is when I want to make a secret bowl. (In my household, it is immoral to eat cereal after noon). The milk can help serve to dampen the impact of the cereal and soften the sound.
People who pour their milk first are just like left-handed people. They just want to be difficult.
