Duh, why just Reagan? What about all the presidents that went before him? Then again black people back then didn't get to vote so that's pretty irrelevant.
I must say that for a person that didn't like black people, he did set the likes of Colin Powell and Condeleeza Rice (who deeply admires him) on the way to their respective powerful political careers.
I mean if you don't like black people why make one your National Security Advisor.
