Actually, this isn't technically true of the USA. Unfortunately, the President, Congress, and Supreme Court have all decided that the Constitution doesn't matter anymore.

As for the UK, I once wrote a piece on the "tyranny of Parliament". Unfortunately, I have no means of publishing this piece to anywhere worthwhile.
