There is no way you will see a next console with specs like the ones suggested.

a) every chip adds $2 (without chip costs themselves) to a console. So forget more than 8 ram chips.
b) a GT580? the GPU alone costs you $120..

d) "lots of embedded memory" people usually confuse embedded memory, EDram and eDram (even go as far as ridiculously postulating 768MB od eDram into the WiiU).

Any future console has to have a target of $199 to $299 which pretty much limits what can go inside and what does not. Certainly not 4G of GDDR5 (which would cost you around $100-120).

I think they can launch for $400 and be fine. I first suggested the GTX560 actually, maybe the GTX 580 if the console comes out in 2 years. And it wouldn't cost them anywhere near $120 each as they buy in bulk.
