Sadly the Journal is next to useless, try the map there might be something marked on it.

I found the recepients for both quests mostly because I usually go to the Citadel every time between Priority missions and always try to complete every mission possible (sadly I still don't know where the F am I going to find a Heating Unit Stabilizer, I went to every system available and scanned every asset available).

But I agree. They screwed up the Journal badly. Mixing primary with secondary missions is one thing, but to make it useless as it is? Bad beta testing went there.

Some quest items are only found during missions. If you miss them during the mission, they will appear on your Spectre Terminal.
