I always found Shepard's breasts disturbingly small in ME1. Besides, in ME3 she had some months of hot food and comfortable bed, or something like that ;)
Anyways yeah, it's fan service, but not entirely unreasonable most women to look hot if they want if you take into account an extra two centuries of medical advances.
Of course nothing justifies someone going to fight on high heels and on that suit like Miranda did.
