Well technically if you think the UN serves western interests more then not you could always consider Kosovo and Taiwain allies, well and Vatican city.  just nitpicking though.

As for Syria.  Considering the results of the most recent arab revolutions... it's hard to get people invested even if there was anyone who had the time and money to waste.

The arab nations have no real reason to kick out there friend so....

 

Well the security council balances the vote well by having China and Russian there.

The general assembly is just one vote per recognised nation so I don't know if you could call it biased either.

 

The Arab nations don't consider Syria a friend. Syria is a friend of Iran which is Persian not Arab. The only Arab nation to be friendly with Syria is Lebanon through Hezbollah.
