This is “inteded” so that orders can be made internationally under the assumption that “products will be used in the US”. To do so the page has listed a substitute billing address, which is one of their offices, users can enter so that products may be picked up in store or also delivered within the US. How users outside of the country can profit from this is simple, certain goods such as PSN wallet funds can be ordered as digital codes instead of physical cards. Users at PinoyPS.com have confirmed that this procedure works. It always was open .... you just needed valid american post code (Beverly Hills 90210 ftw) and psn cards from ebay.
