See this is my problem with 'shooter' as a genre except for games that are just about shooting (more often referred to as SHMUPS I believe) I mean I wouldn't class Disaster: Day of Crisis as a shooter but it has shooting elements too. I mean going much further and you could start claiming "mover" as a genre of games, so every game where you move a character is a "mover"
As for your question, I guess it's your call, I would say if you have access to a projectile weapon for most of the game, and are able to use it in most situations you could class it as a shooter if you want.
