Thomas Jefferson - Declaration of Independence, 3rd President, created the idea of nullification, an essential component to states rights.

George Washington - first President, oversaw the Constitution. This man had the greatest chance of being some kind of dictator, yet he didn't suffer from libido domindi - the lust to dominate. Truly 1 in a million (if not rarer).

Honourable mention - Grover Cleveland. He was a Democrat (though Republican/Democrat meant very different things back then), but he was a strict constitutionalist. If a Bill didn't comply with the constitution, he would veto it.
