Hence the focus on helping build structures and education, within the activist groups plan and priorities. You gotta start somewhere, so why just say it's all hopeless when there actually is room for improvement, what's the motivation to do that?

We've tried that before. Things were good- then we left/got booted. Now its China's turn, and they are colonizing Africa with great vigor. 

In other words, should we just continue to do nothing and count on our government?

Or, should we do like the video said, stand up and voice for effective change?

America and Europe have done nation building all over the world. It never works, ever. The only two successes have been Japan and Germany, which were already advanced cultures. So unless you want to perpetually be Africa's caretaker  I suggest you stop worrying about the starving children and start worrying about the guy who just got stabbed a block away in your city. Positive change has to come from within Africa. Just like it has to come from within Haiti, and within Easter Europe, and within the Middle East.
