I've played RTS games before. It is not a requirement to be pressing 100+ actions per minute. Maybe you are talking about some subset of hardcore RTS gamers who play competitively or something.
An RTS that is built up (Pikmin 3 for example) or properly ported to take advantage of the controller's features would play awesomely.
Sure PC will still have it's advantages with all those keys and stuff but I think the controller has some unique possibilities in its' own right such as, say, a game where you play with an RTS view on the controller and build up an empire, gather resources, etc while on the TV screen you can battle/explore in full third person view.
