The PC versions DLC, haven't ever gone on Sale to my recollection. Theres been a % off all EA sale.  That doesn't mean they won't. But origin doesn't have sales like Steam.

Is the reason why you're not buying it on PC because of your character, or more friends on xbox?

I believe there was a sale on DLC, but I don't recall whether it was on Steam (part of the EA sale) or on the Cerberus Network when it was cheaper. I got all the DLC and I didn't pay full price for them (I only got ME2 on the PC a year or so afterwards it's release, since I had the 360 version previously which I had to sell).
