Ah, really? Other smartphones don't require a data plan to use (though the phone companies will claim you do). They usually require data to ACTIVATE them (unless you flash 'em with a different ROM), but to USE them, there's no required data plan.
And there's PLENTY use for a smartphone without a data plan. I used one for a year and a half with no data plan and it was more than fine. I basically just couldn't surf the Internet outside of wifi access points. Not really that big a deal. You can still download and install all the apps you want and use Internet-related apps anytime you're near wifi.
