As far as I know the Mask of the Lunar Eclipse was not localised because it had too much bugs. Tecmo wanted money for fixing the bugs. However Nintendo didn't want to pay for fixing the bugs, because they expected a working game in the first place.

I played the fan translated version, which still had the bugs from the original version. It wasn't unplayable. One time I was locked in a room and I had to power off the wii to exit the room by reloading an old save. I played games with worse bugs (Tomb Raider: Underworld for Wii). However I can understand Nintendo. They are known for quality. I also can understand Tecmo. Fixing bugs cost money.

However I am happy that NoE plans to localize FF2.
