The weird thing is that in multiplayer, they're fine. Does it have something to do with the weapons you're carrying?

Cooldowns are now affected by weight capacity. The more weight you carry, the more time it takes for abilities to cooldown, that's why in the second scenario, with a shitload of weapons, your character takes a huge time to reload, if your class has a lesser weight capacity. You can compare it to Liara's cooldown time, which is very low (as an Adept, you can send one singularity for every three of hers).
