I would think that Sony would allow Vita and PS3 games to come with vouchers (in the physical case) to allow the people who want to have at least one representation of the game itself.
I don't see why that would hurt to have games packed with a digital voucher for the game and then the consumer could turn around a sell the game to GameStop or some other place. Get some of the money back and turn around and buy another game.
I mean movies have provided a code for a digital copy of the movie for a few years now. Gaming could do this and it could be something to help the "terrible used games market" die.
