If this has to do with the install base, it wouldnt make any sense to do this right before release in other markets.
Perhaps its japan only devs? Or perhaps there is some physical force causing this. Otherwise, the other problem is that3ds has more software and more competition. It has more exposure, but working on a brand new system is generally preferred from what i hear regarding app development.
