Considering the competition she is talking about has already been confirmed to have the taunt put into Uncharted 3. Considering she calls Uncharted: GA, Uncharted 3:GA. Considering she doesn't say Uncharted 4.
Well I would say this is hopeful thinking and the presenter/writers are perhaps not the brightest bulbs. While there will inevitably be an Uncharted 4 someday this is not an announcement. It is clearly talking about the Uncharted 3 DLC.
