in BAR Neely see this map , Notice where it is, keep in mind that Silent Hill from 1 and 2 are pretty different, PS1 > PS2 made silent hill 3 times bigger and changed a lot of stuff, but it's main design kept the same.

okay now remember what happens when in Silent Hill 1 , When Harry wakes up after the "Nightmare" and meets Cybil , he wakes up at that exact Bar, but it wasn't closed down , it was open, and also had furniture and no newpapers on the windows.

 

Remember what happens when you pick up that radio? , thats right the glass breaks the one where the "There was a Hole Here..." in Silent Hill 1 , but its gone in Silent Hill 2 because they fixed it and closed the old bar, 

The only problem with that analysis is that while Silent Hill did get bigger for SH2, they didn't change a thing about the original town.  The 2nd and 3rd games just take place in a different area of the town that are across Toluca Lake.
