The issue is that you can't have a race to the bottom on taxes as a whole, or otherwise you lose funding for morally necessary stuff. Industry targeting works best, ironically, in a market with low restrictions on labor movement, and allows you to build an industrial network which can hopefully offset the tax losses that the subsidies provide in the first place, but these must be targeted so that you don't dip revenue across the board.
