As a Canadian this may sound odd (in reference to this article) but countries should not be focusing on giving tax breaks to particular industries, they should be focusing on having a tax code that is appropriate so that all industries are competitive. If you have to give tax breaks to make an industry survive it is a sign that your taxes are far too high in general.
