I don't know if that counted as a spoiler, might want to talk to the OP to see if what you posted is OK.

I can't get that many fragments either in some sections, and just for the record, I'm 14 hours in, far past you and I only just got the ability to get the duplicated ID card. I just found a silver petal too but don't know what it's for.

The silver petal is part of a side quest in Bresha Ruins 005 AF. Find the person and turn in the silver petal to recieve a fragment as your reward.
