You can get the missing fragment in New Bodhum when you unlock Mog's first ability. Some of Bresha Ruins fragments require you to visit different timelines later in the game.  

Thanks alot dude, you saved me alot of running around. So those two side quests ive got in Bresha ruins005, are they doasble now or later? The silver plant thing that grows in snowy conditions, and the guard who has had his ID duplicated?
