Actually thekitchensink I know for a fact back in the PSOne days publishers were complaining about used and rental copies. Not as publicly but my buddies dad worked for a rental chain and I believe it was Nintendo required them to sell their products if they wanted to rent. Or Nintendo would do everything they could to keep them from getting copies or support from Nintendo.
I know the rental place constantly got complaints. Even got told they were selling the product to cheap.
All I know is this is not a new issue. Yes we are hearing about it more now because earlier their was nothing that could be done to stop used games from being sold at retail. Now however the technology exists and their is no reason to continue supporting GameStop in their campaign to milk consumers and manufacturers.
P.S if you buy a used game from a retailer it always comes with a quality guarantee. If the disk is scratched you can return it when I used to buy used games I returned them all the time if they were scratched. If the game doesn't have a manual as far as I know many retailers will not sell it. The package well back when they were boxes it was a big issue but the packages now are very durable rarely damaged.
The game itself doesn't change with time. You are getting the same experience the new customer gets.
