I seriously don't know why MS isn't throwing their big franchises on Windows Phone, make games like Halo, Gears of War, etc. for the platform! Would be awesome...

They only formed a division of Microsoft Game Studios for Windows Phone in August of 2010.  Takes time to conceptualize and develop a good game, especially one with limited touch interface.  I figure 2 years is enough, thus my prediction.
