Marketing. You need to spend money to make money. They had to make ps3 ads for the price drop, and vita ads, not to mention the production of an entirely new console. Right now they are producing 4 consoles.
Just producing 4 million vitas would cost them 1B at 250 a pop.
TVs is a good portion, but nothing compared to the marketing of two big products, R&D and production of an entirely new console, along with games development.
