Well, yes and no. I'd say censorship is adjusting a finished work (be it via cuts or whatever) forced on the creator without their real consent. While this seems mightly close in the end what you're talking about is the creator chosing to make adjustments to gain a certain rating - something very common now in films and other media. I know an aspect of censorship if driving it - presumerably to satisfy German rating boards - but it's pretty clear that Jaffe is consenting to make adjustments to produce a final work for release.
I don't like it mind - but he is fully accepting the situation and working as a "hired hand" to produce something of a certain nature. To me this is akin to - for example - Sly Stallone deciding to give in to pressure to make Expendables 2 a PG13 rather than an R.
Sounds like it's all fairly minimal. Funnily enough I always find trimming a bit of gore seems to result in something more violent in terms of perception but there you go.
Try to be reasonable... its easier than you think...
