That is the crux of the matter. The only reason why you see more availability of digital copies is because the publishers want to push it, cause its tremendously advantageous to them. But, they keep charging prices equal or even superior to physical copies (Xbox live for example).
This means that it will never work. Yes theres penetration of the market, but if they turn that into the only venue, they will lose a huge slice of the market they cant afford to lose. Added to this the costumer is getting less value for the purchase.
The only way for it to work is to slash the prices in the digital stores. That will make the consumer recognise value in that medium. But, they are too greedy to do this and if they go all out on price cuts, they will get in trouble with the retailers wich in turn will refuse to carry their hardware. Definitly not a situation they can push.
No doubt the new console will play used games. If it doesnt, we might aswell declare Microsoft the losers of the next generation in advance.
Oh and by the way i saw an argument that they sell games that were just released for almost the same price. I must add 2 points to that. First that the shop repurchasing the game is also paying substancially more for it and second if the game is a game that can be beat in a couple of days, its trying to cheat the consumer anyways. Also, would be nice to consider that someone that buys a used game instead of a new one for a 5-10 euro difference either is scrapping for money to get that buy (wich otherwise wouldnt happen) or just doesnt know how to evaluate value.
The stress that is happening due to this issue is literally: publishers are jeaulous and want in on profits that they got no right to, and thus are trying to prevent other from getting them, and Microsoft releasing these rumors or possible features in an atempt to gather stronger 3rd party support with the (questionable) promise of more sales. I just wish they realised that someone who buys used, does so cause they cant buy new, it will in no way translate into more revenue for publishers... but thats corporate greed for you.
